What It Is

The Workstream Charter defines each workstream’s scope, owner, success criteria, and boundaries before work begins. It’s a one-page contract between the workstream lead and the program that prevents scope creep, ownership ambiguity, and the gradual drift that turns a focused workstream into an undefined catch-all.

Why It Matters

Without charters, workstreams expand to fill whatever space is available. Leads take on work that belongs to another team; success criteria stay vague until the final review, when it’s too late to course-correct. The charter locks in scope, boundaries, and ownership before the work begins.
